Health systems strengthening for CHAK MHUs
CHAK acknowledges that the performance of any health care delivery system is largely dependent on the capacity and optimal performance of the supportive systems that range from infrastructure to commodities supply, planning, governance, financial management and monitoring & evaluation.

The situational analysis study of Faith Based Health Services vis-à-vis Government Health Services conducted in 2007 revealed weaknesses in the Health Systems of Faith Based Health facilities in Kenya which affect service quality, utilization, efficiency, sustainability and M&E.

CHAK has embraced the responsibility to support improvement of health systems in its member network through:
1) Development of Health Systems Strengthening Policy Documents that include:
          • Governance Policy Manual for Hospitals and one for Lower Level Health Facilities (Dispensaries and Health Centres)
        • Human Resource Management Policy Manual and HRM Tools
        • HIV Workplace Policy
        • M&E Framework and Manual
        • Financial Management and Procurement Policy Manual
        • Strategic and Operational Planning Guideline

2) Capacity building on Governance and Management to be achieved through training, mentorship, technical support and networking

3) Continuing to ensure an efficient and affordable Essential Drugs and Medical Supplies Procurement system through MEDS

4) Continuing to support sourcing, installation and maintenance of Medical Equipment through the Health Care Technical Services (HCTS) Programme

5) Development and endorsement of a Partnership Policy Framework between Faith Based Health Service Providers (CHAK, KEC, SUPKEM) and Government

6) Promoting  partnerships at both Facility and National levels  that provide technical support and inputs

The Health Systems Strengthening Policy Documents have been developed through a participatory process involving CHAK secretariat, partners, member health facilities and CHAK Executive Committee. The development process involved the following key steps:
  • Identification of policy gaps and issues
  • Review of the issues and discussion on scope of the policy needed through a workshop of CHAK Secretariat and representatives of Member Health Facilities
  • Development of draft policy documents through appropriate technical support
  • Review of the draft policy documents in a workshop of policy makers from the Secretariat, EXCO, partners and representatives of member churches and member health facilities
  • Approval of final policy documents by the CHAK Executive Committee (EXCO) meeting on November 19, 2008
  • Dissemination of the policy documents at the National Health Systems Policy Documents Dissemination Forum held at CHAK Guest House and Training  Centre on November 20, 2008
  • Capacity Building and Technical Support for Policy Documents adoption and implementation
