The SWAps Code of Conduct (CoC) between the Government and cooperating partners in the health sector was signed at a colourful ceremony held at Treasury on August 2, 2007.


The Government was represented by the Ministry of Health and Ministry of Finance on one hand and cooperating partners supporting the health sector. Development partners signatory to the CoC included representatives of the governments of Denmark, United Kingdom, Germany, USA and Japan and UN agencies - UNICEF, UNAIDS, WHO and World Bank. Implementing partners signatory to the CoC were the Health NGOs Network (HENNET), CHAK and KEC. 

Whereas this Code of Conduct does not constitute a legally binding instrument:  

  • It reflects commitment of all partners working in the health sector
  • It serves as the collaborative framework within which the health sector partnership functions in the implementation of the National Health Sector Strategic Plan II (NHSSP II), Joint Programme of Work and Funding (JPWF) and Annual Operational Plans (AOP)
  • It guides, regulates and monitors the operation of partnerships to increase efficiency and effectiveness

However, it does not supersede all legally binding agreements between the GOK and any of the cooperating partners or the laws, regulations and policies of the GOK or development partners.
