Health Systems Strengthening

CHAK acknowledges that the performance of any health care delivery system is largely dependent on the capacity and optimal performance of the supportive systems that  include infrastructure, commodities supply chain management, governance, human resource management, financial management, strategic planning and health management information systems (HMIS).

A situational analysis study of Faith Based Health Services vis-à-vis Government Health Services in Kenya conducted in 2007 revealed weaknesses in the health systems of Faith Based Health facilities in Kenya which affect service quality, utilization, efficiency and sustainability. Quality in health service delivery is impacted by not only the clinical capacity but also by the status of the supportive health systems.

CHAK launched an initiative for Health Systems Strengthening in 2008 which has several components to support member health facilities in the improvement of service delivery quality and sustainability. The strategic plan of CHAK mandates the Secretariat to facilitate and support member health facilities in their efforts to provide quality health services. CHAK Health Systems Strengthening initiative has the following strategies:

1. Development and implementation of Health Systems Strengthening Policy Documents. These include: 

  • Governance Policy Manual for Hospitals
  • Governance Policy Manual  for Lower Level Health Facilities (Dispensaries and Health Centres)
  • Human Resource Management Policy Manual and HRM Tools
  • HIV Workplace Policy
  • Financial Management and Procurement Policy Manual
  • M&E Framework and Manual
  • Strategic and Operational Planning Guidelines

2. Capacity building on Governance and Management for health facilities through training, mentorship, technical support and networking

3. Ensuring an efficient, effective and affordable Essential Drugs and Medical Supplies Procurement system through MEDS which guarantees quality

4.  Medical equipment planning, sourcing, installation, repair and maintenance services through the Health Care Technical Services (HCTS) Programme

5. Development and implementation of a Hospital Management Software that integrates patient management information and financial management

6. Enhancing partnership with MOH through the Partnership Policy Framework (MoU) between Faith Based Health Service Providers (CHAK, KEC, SUPKEM) and Government of Kenya

7. Promoting  partnerships at  facility level and national level  that provide technical support and other resources but also regional and international level through the Africa Christian Health Association’s Platform (ACHAP)

CHAK Health Systems Strengthening Policy documents were developed through a participatory process involving member hospitals. These policy documents are customized for use in the faith based health care system.
